Mincey first worked at ORNL from 1976 to 1981 in the Reactor Technology Division and the Nuclear Engineering Department. His last position before leaving ORNL was nuclear engineering task leader for criticality safety and shielding studies under the former Consolidated Fuel Reprocessing Program.
He worked for General Electric from 1981 to 1984, and for Rockwell Hanford from 1984 to 1985, then returned to General Electric to work from 1985 to 1988. He began work at the Westinghouse Savannah River Site in 1988 and continued there until 1995. He received a Savannah River Special Award for Criticality Safety in 1992 and was named a fellow engineer there in 1994.
Mincey, a Burlington, N.C., native, earned a bachelor's degree in nuclear engineering at North Carolina State University and did graduate work in the Nuclear Engineering Department at the University of Tennessee while working at ORNL.
He is a member of the American Nuclear Society (ANS) and the ANS 8 Nuclear Criticality Safety Subcommittee.
Mincey currently commutes from Augusta, Ga., where he lives with his wife, Patricia, and their two children, Ian, 12, and Elyse, 8.
ORNL, one of DOE's multiprogram national research and development facilities, is managed by Lockheed Martin Energy Systems, which also manages the Oak Ridge K-25 Site and the Oak Ridge Y-12 Plant.
