Project Controls Specialist

Provide project controls services to the OLCF-5 Frontier High Performance Computing (HPC) Project, specifically WBS 1.2 – Facility Upgrades, supporting Bart Hammontree, Project Manager and Denise Hoomes, NCCS Project Controls Lead.

 

Works closely with project stakeholders to develop initial schedule baseline during the Planning Phase (and ongoing progressive elaborations, including implementing standard change control via our workflow based PCR process) to integrate ORNL / UTBDC / subcontractor design / procurement, construction, start up and commissioning activity based schedules.  Creating the initial project baseline for CD 2/3 approval involved a semi-automated process that imported activity cost / resource / schedule data elements directly from MS Project into P6.  Project stakeholders provided 7 separate MS Project Baseline project files that were verified, integrated, and analyzed / adjusted for “Best Practice” Planning & Scheduling standards, including applying Acumen FUSE metric scores, enabling improvement to overall schedule quality standards.  Our initial schedule baseline contained approximately 600 activities.

 

Professional services rendered include construction planning and scheduling through application of the Oracle P6 Project Management system application, schedule (SV / SPI) Earned Value (EV) analysis at the detailed activity level, schedule crashing / schedule optimization, schedule dashboard creation / management reporting, and initiating corrective management action  and analysis in discussions with the CAMS and the Project Manager to improve / enhance project performance.  Mr. Rhodes focus is working with the project stakeholders / subcontractors / team mates to ensure project schedule commitments are communicated, statused, and executed in support of project objectives.  Mr. Rhodes continued to progressively elaborate the P6 Current Working Schedule (CWS) from 600 baseline activities to 1,500 activities, as more definitive design data became available.  PCRs were initiated in concert with project stakeholders to continually define and refine work activities throughout the demolition, civil / structural, mechanical, electrical, and controls / commissioning / start up phases of the project.

 

Project deliverables developed and implemented include creating / chairing a Plan of the Day (POD) schedule meeting (Monday – Thursday each week), which included activities to be performed in the upcoming four week period, a Weekly Wednesday Schedule Meeting focused on activities to be performed in the upcoming two month period (rolling the Data Date each Wednesday), and a Weekly Schedule Dashboard (Monday Project Controls Staff Meeting) with major milestone variance analysis and schedule / EV performance metrics that enables senior management to view / analyze overall project health.

 

Mr. Rhodes holds a BS in Building Construction and an MS in Civil Engineering, with a Project Management option.  He has fulfilled partial degree requirements for his MBA.  He holds a Project Management Professional (PMP) certification and is a certified Oracle Primavera P6 Partner, delivering Primavera training and consulting services since 2002.  Mr. Rhodes has delivered over 6,000 hours of Primavera P6 standard training and custom training development classes.
