International Safeguards Analyst

Gary Hirsch joined the International Safeguards Group in March 2017.  Gary’s primary focus is to support the U.S. initiatives to strengthen the capabilities of international verification regimes to provide assurances that countries are complying with their national and international commitments.  He is doing this by evaluating current applications of international safeguards and researching procedures, processes and techniques to determine opportunities to enhance the overall efficiency and effectiveness.  He coordinates the collaboration of domestic and foreign safeguards experts to assist with the analysis and evaluation. 

Prior to joining ORNL, Gary supported the operations of the U.S. Nuclear Materials Management & Safeguards System (NMMSS) for more than 20 years.  He served as both the Project Lead and the International Analyst.  During his time with NMMSS he worked to support both NRC and DOE/NNSA sites to meet their reporting requirements.  But, his primary focus was to support the U.S. commitments to the International Atomic Agency (IAEA) under the INFCIRC/288 and the INFCIRC/207 Agreements.  He has a Master’s degree in Business Administration, Georgia State University and a Bachelor’s degree in Business Administration, Mercer University
