Facilities Management Division Director

Jim is the Director of the Facilities Management Division, a position he has held since August 2023.  In this role Jim manages a campus infrastructure of over 200 facilities in support of research mission requirements with a budget of over $50 million and a staff of more than 300. 

In his previous role, Jim served as the Director of the Laboratory Modernization Division, a position he had held since April 1, 2019.  In this role Jim led facilities strategic planning, space management, and the design and construction of F&O’s capital projects portfolio of over $150M/year. 

Jim has over 25 years of experience in project management, engineering, and facilities management, and has held leadership roles on a wide variety of projects, including high-performance computing infrastructure development, general industrial facilities and utilities improvements, and environmental cleanup projects. 

He holds a civil engineering degree from the University of Pittsburgh, a master’s degree in business administration from the University of Tennessee, a Project Management Professional Certification, and Professional Engineer License for the State of Tennessee.

Jim has participated in several programs within the Battelle National Laboratory system including Laboratory Operations Leadership Academy (LOLA), Laboratory Operations Supervisors Academy (LOSA), and has most recently had the notable opportunity to be a fellow in the 2024 Cohort of the Oppenheimer Science and Energy Leadership Program (OSELP).  Established in 2017, OSELP is a distinguished fellowship program that includes a series of sessions and site visits for leaders to explore and gain an in-depth understanding of the national laboratory system and its partners. 

As a member of the St. Mary’s Legacy Clinic (SMLC) Board of Directors, Jim takes an active role in helping make medical care accessible to all.  SMLC is a medical clinic that travels to partner sites in in underserved areas of East Tennessee to offer people without medical insurance holistic, primary care services.
