High Flux Isotope Reactor Low-Enriched Uranium Conversion Project Manager

Carol Sizemore is the High Flux Isotope Reactor (HFIR) Low-Enriched Uranium Conversion Project Manager at Oak Ridge National Laboratory. In this role, Carol collaborates with National Nuclear Security Administration (NNSA) and other laboratory personnel responsible for the Material Management and Minimization, convert program operated through the NNSA's office of Defense Nuclear Nonproliferation. Carol leads the ORNL HFIR United States High Performance Research Reactor (USHPRR) conversion project that is studying the feasibility of converting reactors from high-enriched uranium fuel to a low-enriched uranium fuel product. Carol leads a technically diverse team of ORNL analysts and engineers evaluating the conversion of HFIR.

As the LEU PM, Carol advises sponsors on the measures necessary for program and project improvement, collaborates with the HFIR conversion team to manage work scope and schedule, manages the conversion budget based on proposed and revised work scope, and manages the technical output of internal ORNL teams in order to ensure project needs are met. Carol shares output with external project personnel responsible for fuel fabrication and fuel qualification research and development. Carol communicates project issues and successes to ORNL management and DOE personnel, serves as a HFIR / ORNL representative at relevant national and international conferences/meetings, and reviews and provides input to project deliverables such as technical reports and conference papers. 

Prior to joining the lab in 2021, Carol's experience ranged from Nuclear Mechanical Design Engineering to Systems Engineering to automotive manufacturing. Ms. Sizemore has led many technical teams for multiple construction subcontracts, and provides technical expertise and project management experience on engineering procurement contracts, subcontracts, and design projects. Over her career, Carol has designed, managed fabrication, tested, and installed a variety of mechanical equipment and systems.  Ms. Sizemore has over 20 years' experience in the commercial nuclear industry with companies such as Exelon Generation, South Carolina Electric & Gas (Dominion), Westinghouse, Chicago Bridge & Iron, Shaw Power - Stone and Webster, and Chem-Nuclear Systems Inc. (Energy Solutions). Carol also has experience in the automotive manufacturing industry. Carol earned her Bachelor of Science in Mechanical Engineering from the University of South Carolina.
