Jessica White-Horton is a Research & Development Staff Member in the International Safeguards group at Oak Ridge National Laboratory in the Nuclear Security Isotope Technology Division.  She has a B.A. in Foreign Language and Chemistry from McGill University in Montreal, QC, a M. S. in Physics and Chemistry from the University of Tennessee-Knoxville, is a 2012 fellow of the World Nuclear University and an alumna of the 2014 International School of Nuclear Law at the Universite de Montpellier.  Her major work focus areas are international safeguards, global cylinder monitoring, the additional protocol, nuclear noncompliance verification and nonproliferation, and she has a keen interest in nuclear material transport.
